City Council At Large Candidate Forum TONIGHT!

The Downtown Coalition of Neighborhood Associations (DCNA) is sponsoring a
final Jersey City Council Candidate forum to be held at Ferris High School on
November 2nd.
Just one week prior to the election, the forum will be moderated by Historic
Paulus Hook Association board member, Dr. Jonathan Wharton, professor of
Political Science at Steven's Institute of Technology. The forum will include
popular questions asked by fans of the Jersey City Council Candidates Forum
Facebook page. Short videos of the candidate answers will be posted on
Facebook following the forum. "The inclusion of Facebook in this forum aims to
harness the power of social media to let residents determine what questions they
want the candidates to answer and to provide residents, especially those who
can't attend the forums in person, an opportunity to actually see and hear the
candidates," said Candice Osborne.
The Jersey City Council Candidates Forum Facebook page was created by
Candice Osborne in conjunction with the Jersey City Independent. HPHA board
member, Stephanie Daniels, is producing the event.

Final Week of RACE! at J City Theater

J CITY Theater presents the NJ Premier of David Mamet's RACE. Running Wednesday through Saturday - 8pm.
Show closes this Saturday, October 22nd.

RACE, is a legal drama / detective story that follows three lawyers who find themselves defending a rich, white businessman accused of a crime against a young African-American woman. Issues of class, shame, sex, gender, guilt and of course race are all provocatively stirred together in classic “Mamet” style. As one of America’s leading playwrights, Mamet is doing what he does best: choosing an incendiary topic and then asking more questions than he answers. Race has the quick banter of Mamet’s Glengarry Glen Ross, the gloves-off approach of his Speed The Plow and provocative subject matter of Oleanna.

As the playwright wrote in a recent essay about his work, “Race, like sex, is a subject on which it is near impossible to tell the truth.” But ‘truth’ is exactly what the court system demands, which makes a perfect conflict for great theater. Audiences are sure to be debating the issues addressed in Race - long after the curtain has fallen.

NATIONAL NIGHT OUT 2011 - America's Night Out Against Crime

Local Residents Recipients of the 2011 National Night Out Award!

On Tuesday, September 27, 2011, at the East District Captain's Meeting, awards were given to our neighbors. The "Certificates of Appreciation" National Night Out Awards were presented by the East District Police Department from the City of Jersey City, Office of The Mayor.

The award reads: "This award is to acknowledge those who through their selfless acts have contributed to making our City a better place to live." The award recipients are as follows: Al Bacilli, Elna Mukaida, Jan A. Nordland, Diana Perales, Ramon Perez.

Honorific Street Renaming – Principal Strynar Avenue

HPNA voted to support a honorific street renaming, by Cordero Community School after its Principal Strynar at the July meeting and advocated that it would be on Erie in front of the school. The street sign should be going up in the next week or so. Keep your eyes open at 9^th

FERC Public Hearing October 19^thFerris H.S., 35 Colgate St, 7pm.

There is an upcoming public hearing concerning the proposed Spectra gas pipeline. Please come out and voice your opinion. To speak at the meeting you need to sign up at 6:30 pm. Most of Hamilton Park Neighborhood is in the blast zone of the proposed pipeline.

Bloodmobile Drive is being Rescheduled

The blood drive had to be postponed due to Tropical Storm Irene and flooding. We are looking to reschedule in November. More details to follow.

Make a Difference Day is October 22^nd

HPNA is signed up for lots and lots of flowering bulbs to plant in the park. Come out on the 22^nd and plant some bulbs to make the park more beautiful. Bring your own gardening supplies if you have them, if not we will have some.

Let’s “tree” the neighborhood!

The applications to plant trees at the curbside in front of homes should be available on October 3^rd from the DPW. Trees are supplied and planted by the DPW at a moderate cost to the homeowner

The HPNA board surveyed the neighborhood to see where trees are needed and HPNA is going to coordinate getting applications to homes that have empty tree pits or possibly could have trees in front of them. To help ensure the trees establish themselves in the 1^st year when watering is essential, the HPNA will provide treegators to neighborhood residents who are accepted into the program. Treegators are sturdy green bags that wrap around the tree trunk and can hold gallons of water which is slowly released to the roots. We will have applications at October’s meeting or you can email hpnajc@gmail.com and we will send you one.

Garbage in the Children’s Playground

The HPNA is working with DPW to see if we can get at least 2 or 3 more trash cans in the playground as the current ones are inadequate. This hopefully will help to reduce litter. Additionally, if you want latex gloves to help pick up trash in the playground or anywhere in the park, we have them. We are willing to deliver some to you so you can keep them with you at the park. Please email hpnajc@gmail.com with gloves in the subject line and please enclose where you would like us to drop off the gloves.

Recycling

Cordero Community School Fun Run is October 21^st!

The students at Cordero (Erie and 9^th) will be holding the 2^nd annual fun run in Hamilton Park on the October 21^st. The students from Pre-K to 8^th grade will be running to raise money for the field trips. The 8^th grade 3 day fieldtrip to Washington DC is completely paid by the school’s fundraisers. Students will be soliciting support in terms of money per lap the student runs or flat donations. Please support this healthy event and our local public school! Contact vpark@starbucks.com or reteti@yahoo.com to help on the day or to provide financial support.

The membership cards have been mailed to all new and old members. Those businesses that support the HPNA and our community, now have their tent cards out! Please visit these businesses that support your neighborhood!

If you are not a member, and would like to support our neighborhood, you can become a member by downloading the membership form from hpnajc.blogspot.com or by emailing hpnajc@gmail.com. The annual membership fee is only $10 per household, and you can always join HPNA for multiple years!

Does Your Block Need a New Trash Can?

Unfortunately, everywhere we look trash is littering our streets, sidewalks, and the park. Installing new trash receptacle requires neighborhood support. 15 residents in the immediate area need to sign a petition to have a new trash receptacle installed on your street. If you and your neighbors believe that your street needs a new trash receptacle, HPNA has developed a simple petition to sign, which you can obtain by emailing hpnajc@gmail.com. You can then either send them directly to the JCIA or the HPNA can send them in with our support to the JCIA.

Traffic Updates

The traffic study at 10^th and Monmouth reportedly wasn’t significant enough for a stop sign. HPNA is still pursuing the matter. Requests have been submitted for crosswalks to be repainted throughout the neighborhood. Additionally, HPMS is requesting a loading zone for pick up and drop off times so that the double parking will decrease at 8^th and McWilliams.

The Hamilton Park Watch Group is the "eyes and ears" for the JCPD in the park, and reports any suspicious or illegal activity immediately to the JCPD. The group and its members are dedicated to helping make our park a safe place to visit for children, neighbors, and visitors. News from the Greens Committee

The newly started Hamilton Park Greens Committee keeps the greens in the park clean and pretty. It meets on Saturdays at 10 AM, weather permitting. Come and pull weeds, meet your neighbor, and have some fun. Please email Jan at jnord5852@aol.com for more information.

September Meeting Postponed

We are postponing our general September meeting, which was to be held on Wednesday, September 7th at 7:30 pm at the Cordero School.

At our next meeting on October 5th at 7:30 at the Cordero School, representatives of the Realty Appraisal Group will discuss the city-wide property reassessment. Since this is an important topic that will impact the future of the community, everyone should attend.

Additionally, mark your calendars for the HPNA Annual Halloween Parade on October 29th in the park. And lastly, don't forget to support the Farmer's Market tomorrow and every Wednesday from 4 to 8 pm at the Gazebo.

Hurricane Update from JCPD

- If you are in a low lying area or an area proned to flooding it is being recommended that you evacuate by 8:00 a.m. Saturday, August 27, 2011.

- If you have a vehicle parked in a low lying or flood prone area, please move it to higher ground. All municipal and public school parking lots will be available for parking.

- Parking Authority enforcement has been suspended through Monday, August 29, 2011.

- Clear all debris from sewer plates and catch basins.

- Garbage pick up has been suspended so the JCIA can clear catch basins.

- Shelters will be set up by 2:00 p.m. tomorrow, Saturday, August 27, 2011. (Refer to Press Release attached to previous e-mail)

- Parks and Forestry are taking requests to remove tree limbs that are close to wires and houses. Please contact Parks and Forestry and/or the FD during the storm to report fallen large tree limbs.

- The city has requested 10,000 sand bags. Should you wish to pick any up, please contact OEM for further information.

- Please check on your neighbors, especially the elderly, to make sure they have enough supplies to get them through the weekend (i.e. medications, canned food and can opener, water, flashlights and batteries, etc...).

- PSE&G will respond to emergencies first during the course of the storm. Please expect an extended wait time on all non-life/hazard complaints.

- Should power lines fall on vehicles and/or homes - do not touch the wires, call emergency, 9-1-1. And if you are in the vehicle and/or home - remain inside and call emergency, 9-1-1.

- Should you notice flying objects during the storm, please contact DPW and advise on location, object, and direction.

- DPW will have a truck on call should vehicles get stuck in water. They will simply move the vehicle out of the roadway, they will not tow. Please to not attempt to drive a vehicle in high waters. Park the vehicle and walk to destination.

- Secure and/or remove all loose items around your property.

Please do not take this storm lightly as we are being informed to expect astronomical high tides, record flooding, and winds up to 90 mph throughout the state.

Art Project on Jersey City History at Local Laundromat! Aug 21.

Jersey City Artist Archives the City's History in Her Local Laundromat.
Jersey City, NJ, August 3, 2011 – Artist Karina Aguilera Skvirsky, one of five
participants in the 2011 Create Change Public Artist Residency program at The
Laundromat Project, launches Ask Me : Tell Me, which will take place on August 21,
2011 from 12pm to 6 pm. Open to all Jersey City residents, Aguilera Skvirsky of Jersey
City will be facilitating a free art workshop that offers access to drawing, photography
and sound recording at her local laundromat, Lucky Laundromat (577 Jersey Ave,
Jersey City, NJ). Participants will learn about the city’s history and be invited to record
their impressions of how Jersey City’s landscape is changing through redevelopment,
gentrification and demographics.
ASK ME : TELL ME is a public art project that uses Lucky Laundromat as a site to
gather and share the oral histories and experiences of residents living in Jersey City. For
this project Aguilera Skvirsky is using the laundromat as a defacto community center to
connect with and engage her neighbors.
Aguilera Skvirsky says “making artwork in the laundromat has led to exchanges with
Jersey City residents about how their neighborhood is changing, uses of public space
and how they see themselves in a future Jersey City.”
From residents’ artistic contributions to this project, Aguilera will create a series of placebased postcards that will act as a living archive of Jersey City and will be made available
for free from a postcard kiosk located at Lucky Laundromat during fall 2011. Participants
in the archive will also receive a copy of their contribution. Read the Artist’s blog at

process of developing a community-based art project.

At its regular monthly meeting Monday, July 11, the Harsimus Cove Association teams up with the Embankment Preservation Coalition to sponsor a lively talk by rail marine historian Thomas Flagg. Using high-quality slides of old maps, photographs, and other illustrations, "From Farm and Marsh to Cityscape: The Railroads Transformed Jersey City" will examine the transportation mode that dominated much of the city over more than a century.

Many residents of Downtown Jersey City might find it difficult to imagine the waterfront of a hundred years ago, teeming with freight yards, a passenger terminal, and marine and warehouse activity. Yet our current neighborhoods - the historic districts of Hamilton Park, Harsimus Cove, Van Vorst Park, and Paulus Hook; the Village neighborhood; the new waterfront high-rise areas - were all shaped by the rail lines that drove through the area to get to the Hudson River and the metropolis

across the way.

Now Thomas Flagg, author of the two-volume New York Harbor Railroads in Color,

will help you visualize that world. He will tell you stories and illumine controversies of the Pennsylvania Railroad Harsimus Branch and other rail lines. At the conclusion of his talk, Flagg and other rail historians, including historic preservationist Allen Kratz, will answer questions.

ParkFest Was a Huge Success

Although the weather did not help, your enthusiasm did. We want to thank the vendors, the volunteers, the participants, and guests who have contributed to our flagship event of the year! This event raised funds for our work, helped new neighbors have a better sense for our community, and was fun for adults and kids alike. And, during ParkFest, many new members joined the HPNA!

Street Name Change

HPNA received a proposal to designate Pavonia Avenue between Erie Street and Manila Street, by Cordero Community School after its Principal Strynar. At our next meeting, we will discuss and vote whether the HPNA should support designating the stretch of Pavonia Ave to commemorate his work in education. It is not an actual street renaming, but a designation, which is the installation of a sign above the Pavonia Street signs designating a stretch of the Avenue as Principal Strynar Avenue.

Warm Welcome to Our New Board Members

At its least meeting, the board voted for Kerri Ann O’Shea of Eighth Street and Amogh Ranade of Seventh Street to join the board until January 2012. If you see them in the neighborhood, congratulate them!

Bicycle Thefts Are On the Rise

With the summer, the number of bicycle thefts is on the rise. This is unfortunate. If you own a bicycle (even a tricycle), make sure that you lock it, and record the following information that can help the police in case it gets stolen. Take a photo of your bicycle, and note its serial number and its make and model. All this information can help the police in following-up on bike thefts, assist in both recoveries and returns.

More Recycling in Hamilton Park

As there is no recycling in the park, it has become an increasing concern for many of our neighbors. HPNA is starting a committee to focus on installing a workable recycling system in the park. As the first step, we invited the Oren Dabney, the CEO of the JCIA, to our July meeting, who will talk about residential recycling, trash collection, and the potential implementation of a recycling program in the Park. If the broader trash problems in the park concern you, come and attend this meeting. Or, you express interest in joining the committee by emailing hpnajc@gmail.com.

The John DeSalvo Playground Community Garden

Downtown residents, Jenny Jobarteh, and Jan A. Nordland, attended the Adopt-A-Lot seminar at City Hall in Jersey City, and decided to plant a garden at Enos Jones Park, located in downtown Jersey City on Brunswick Street between Eighth Street and Pavonia Avenue.

They and three other neighbors, Susan Raihofer, Beth Smith-Moncrief, and Amy Lin Rodriguez, signed a lease agreement with the City and Director Rodney Hadley, J. C. Public Works, chose the location for the community garden. His staff tilled the site and also delivered the top soil.

The group reached out to the community requesting donations so they could purchase plants and shrubs for the garden.

The following people generously donated: The Hamilton Park Neighborhood Association, George and Cathy Mercado of Bouquets and Baskets, Jan A. Nordland and Joan Koehler, Beth Smith-Moncrief, Wyse and Amy Lin Rodriguez, Elna Mukaida, Councilman Steven Fulop, Committee man Leon Greene, and Committee woman Debbie Davis.

The first planting was on Sunday, June 19th and a neighbor Carmine Dellamonica also generously donated a truck load of blue stone for the garden foot path. Director Hadley then arranged for a mulch delivery.

This community effort and resulting garden is proof that it only takes a handful of neighbors to make a difference!

Traffic Updates

Traffic in the neighborhood is a perennial problem, and we are closely listening to any changes to the often intense traffic on the various cross streets. The traffic light at 9^th and Marion is under construction. Recently, HPNA has requested a traffic study at intersection of Monmouth and 10^th Streets with the intention of installing a stop sign there. Moreover, the pedestrian crosswalk signs at the intersection of Jersey Ave. and 6^th Street are to be fixed. Finally, the HPNA is finalizing a comprehensive spreadsheet listing all the crosswalks in the Hamilton Park neighborhood that need to be painted. This list will be then submitted to the City’s Traffic and Engineering division.

Summer is rapidly approaching! And PARKFEST on June 11^th (raindate June 12^th) is right around the corner. Come to June’s Meeting, June 1^st at 7:30 at Cordero School, 9th and Erie!

At the meeting, vendors will present solutions on improving your heating bills through new heating systems and on installing a “living roof” that reduces energy bills and waste water. We will be discussing the upcoming PARKFEST and how to spend revenue generated from the PARKFEST raffle, such as installing additional trash, recycling cans, and benches in the park, providing doggie bags for the dog runs, purchasing a flag for the playground flagpole, offering stipends for planting new trees around the neighborhood and installing more trash cans in the neighborhood.

We are in the process of mailing or dropping off the new HPNA membership cards. You can use your membership card for special promotions in your neighborhood businesses distinguished by the HPNA business member sign.

FARMERS’ MARKET is bigger and better than ever!

HPNA’s farmers’ market started in mid-May during an intense spring storm. On each of the coming Wednesdays – rain or shine between 4 and 8 PM, you can buy from our 5 great vendors: Stony Hill Farms, Hoboken Farms, Cocoa Bakery, Lizzmonade and Westco. Tell a friend or bring a friend! There is a lot of good, healthy food, and it is also great fun.

Recycling in Hamilton Park?

There is no recycling in the park and it has been a concern of many of our neighbors. HPNA is working on creating a committee to work on installing recycling in the park. Our first step is to invite the JC Incinerator Authority to our July meeting to inform on residential recycling and trash pick-up, and to discuss the potential implementation of a recycling program in the Park. If you would like to work with this out, please contact Amy at hpnajc@gmail.com.

Does your block need a new trash can?

A lot of garbage is littering our sidewalks. Installing a new trash requires neighborhood support. If you and your neighbors believe that your street needs a new trash can, HPNA has developed a simple petition to sign. 15 residents in the immediate area need to sign a petition to have a trash can installed on your street. If you want a copy of this petition, email hpnajc@gmail.com and we will email it to you. When the JCIA comes to the July neighborhood meeting, it would offer a great opportunity to present these signed petitions to the JCIA.

Check out the community garden in Enos Jones Playground!

The John DeSalvo Playground Community Garden Group was recently organized by five residents, who have created a community group that adopted the corner of the playground at Enos Jones Park under the Jersey City Adopt-A-Lot program. Their vision is to create a beautiful flower garden and a space dedicated for hands-on gardening experiences for neighbors, families, and children. You are invited to join this group and become involved in designing, planting, and maintaining the garden.

On June 7th, at 7pm, we will hold an open meeting on the second floor in the Enos Jones clubhouse to discuss possible designs for the garden. We encourage all neighbors to attend to learn more about the garden, and to offer their ideas on the future of the garden considering that

the city prohibits the planting of vegetables.

The Hamilton Park Watch Group is the "eyes and ears" for the JCPD in the park, and reports any suspicious or illegal activity immediately to the JCPD. The group and its members are dedicated to helping make our park a safe place to visit for children, neighbors, and visitors. The newly started Hamilton Park Greens Committee keeps the greens in the park clean and pretty. It meets on Saturdays at 10 AM, weather permitting. Come and pull weeds, meet your neighbor, and have some fun. Please email Jan at jnord5852@aol.com for more information.

JC Public Library's Summer Reading Program

Greetings:

It is with much expectation and enthusiasm, the children of Jersey City are invited each year to participate in the annual Jersey City Free Public Library Summer Reading Program, one of the most successful and rewarding programs the Library offers to the public. The program runs for 8 weeks from end of June to August and is offered in the Bonetti Children’s Room at the Main Library and in all library branches throughout the City, it includes children from public, charter, parochial and home-schooled children. The Bookmobile is also on hand to fill in any gaps at local parks, festivals, and summer schools sessions. This program attracts over 500 children each year, who collectively read over 2,000 books every summer!

This year, the New Jersey Statewide Summer Reading Program (SRP) theme is "One World, Many Stories" for children in grades K-5. Imagine all the wonderful places children can read about! The accompanying activities – crafts, movies, and participating in educational/recreational trips – punctuate the theme, while creating lifelong friendships in a safe environment. A separate program theme, "You are Here," which is for young adults in grades 6-8 and up, is specially geared to bring in those hard-to-reach, “too old to read” young adults by offering them special performers, movies, trips and crafts, while encouraging them to read to the top of the charts!

The Library provides a warm, supervised and welcoming environment, surrounded by their peers, where they can listen to, discuss and read books on topics they select, and the program encourages continued reading independently in the future. Students participating in public library summer reading programs scored higher on reading achievement tests at the beginning of the next school year, and were more motivated and confident in their reading.

The Library is eager to start preparations, for we want parents and children alike to know the Library will be available to them, again, this coming summer. However, due to massive cuts in the Library’s budget t your help is needed to implement the program. All contributions are tax deductible and can be made out to the Jersey City Free Public Library Foundation / 2011 Summer Reading Program.

Thank you everyone for coming out and joining us last Saturday! We weeded the mulched flower beds near the large water fountain and filled 10 large lawn/leaf bags! Great job!

Due to Memorial weekend celebration this weekend, we are meeting this Friday instead of Saturday.

On Friday, please wear appropriate clothing, footwear, garden gloves, and bring a water. I have extra gloves if you do not have a pair and I have various tools for us to use. If you have pruners, spades, loppers, bring them!

There is plenty for us to do, and we are taking it one weed at a time!

See you Friday at 6pm! Don't worry if you can't be there at 6pm, once we get there we are there for quite a while! Come!!! It's so much fun and relaxing!

We are a Downtown Jersey City neighborhood association that was formed in 1999 to provide a forum and voice for residents within our boundaries. We love living in Harsimus Cove, and we're working together to make our great neighborhood even better.

Dear Friends and Neighbors,

At tomorrow's City Council meeting, the ordinance that designates the property at 8 Erie Street (more commonly known as the Jersey City Police Department headquarters and its adjacent parking lot) as an Area in Need of Redevelopment will have its second reading and be voted upon by the City Council. We, the residents of Harsimus Cove, stand against this proposal to place the property under a Redevelopment Plan and urge everyone to come to the meeting and let your feelings be heard by the City Council.

The meeting will be held in the Council Chambers at City Hall (280 Grove Street), Wednesday May 25 starting at 6pm.

If you can't attend, please call or email the City Council, especially Council President Brennan and Councilpersons-at-Large Kalimah Ahmad and Ray Velazquez, Jr. with your objections to the proposal. You can find their telephone and email details here.

Talking Points

Looking for the right words to convey your thoughts? Here are the issues as we see them:

The City must not rush to place this property under a Redevelopment Plan, lest we end up with a situation similar to the Powerhouse Arts District Redevelopment Plan, which was approved, yet later gutted by the City Council to pave the way for Toll Brothers' as-yet unbuilt towers of 30, 35 and 40 stories on the site of the historic Manischewitz building.
The City's asking price of about $3-4 million for the 8 Erie Street property—prime real estate in historic Downtown Jersey City—is alarmingly low, as anybody who has recently looked at the price of a single-family row house in Harsimus Cove can tell you.
Placing the property under a Redevelopment Plan opens up the possibility of granting the designated developer tax abatements, which for Downtown and the Waterfront areas are outdated, fiscally irresponsible and dangerous. We continue to accept PILOTs (payments in lieu of taxes) to the detriment of our school system and the long-term fiscal health of the City. No abatements should be given to any developer of 8 Erie. Abatements should be reserved for neighborhoods that have a hard time attracting developers, or to build affordable housing.
The sale of 8 Erie Street should be conducted via a transparent and open process, with input from local residents and business owners, the community who will be most affected by the property's redevelopment.
The ordinance is bad for the neighborhood, bad for underserved areas of the city and bad for Jersey City's financial future. The City Council should do the right thing and vote down the ordinance.

Thank you for your attention and we hope to see you tomorrow evening at the City Council meeting. Please bear in mind that second readings happen first on the agenda, so it's important that speakers get there as close to 6pm as possible. You do not have to call to get on the speaker's list; the City Clerk will ask if any members of the public have something to say on the ordinance that is about to be voted on.

christopher columbus construction

The milling of CCD has been completed as of last week Friday. The utility companies are now working in the roadway to replace or adjust their manholes and valve boxes. Some lane closures will be necessary to facilitate this operation which may take up to two weeks. We anticipate asphalt paving of CCD will begin on Monday May 23, 2011 and should be completed by Wednesday or Thursday of that week.

Because there are so many manholes and other features within the CCD roadway, we need to pave during the daylight hours to ensure a good smooth quality, and to minimize disturbance to the residents due to the anticipated noise and vibration.

J CITY Theater announces the opening of their new production: Private Eyes by
Steven Dietz.

Private Eyes is a "relationship thriller" - a comedy of suspicion in which
nothing is quite what it seems. Matthew's wife is having an affair with Adrian,
a British theater director. Or perhaps the affair is part of the play being
rehearsed. Or perhaps Matthew has imagined all of it simply to have something
to report to Frank, his therapist. The audience bares witness to the
characters' delicious deceptions and are ultimately the detectives - the real
private eyes, who search for clues to Dietz's laugh out loud comedy of surprise
and misdirection.

With dialogue that snaps and crackles with biting humor, Dietz explores
characters who continually try to tell the truth - but in the end learn the

Student Spring Clean Up Was A Success!!!

On March 18^th, we had over 150 kids from pre-K to 8^th graders show up and clean up the park! Golden Door Charter School, Cordero Elementary School, Hamilton Park Montessori School, Scandinavian School of Jersey City all participated. We pulled over 20 big bags of leaves, twigs, and trash from the park. They didn’t get the whole park raked but they did a great job and want to do it again! HPNA is looking to coordinate another one in May. Jersey Journal showed and took pictures. Keep an eye out for pictures in the paper!

Three of our Neighbors are Women In Action !!!

Jan Nordland, HPNA Vice President and JC City Watch, Cara Birnbaum, Make My City, and Leda Duif-Shumbris, Harismus Cove Treasurer, received Women In Action awards from City for Ward E in conjunction with Women’s History Month on March 24^th. Traffic Updates

*50 Summonses have been issued between March 19-22 for speeding and not stopping at crosswalks in the areas of Cordero and HPMS Schools.

*In the East District in the last month (2-13 to3-12) the police issued 1,338 traffic summonses.

*Funding has been approved for a new traffic light at 9^th and Marin.

*The Police Captain is working with the Port Authority on new signage on Manila to divert traffic from our neighborhood as you can no longer turn left from Grove/Manila unto 12^th Street for the Holland tunnel.

*Paving projects will be starting on Columbus and Newark Streets which will increase traffic in the neighborhood.

Gift of Blood Drive

For a snow-bound workday afternoon, January 26^th, the Gift of Life Blood Drive co-sponsored by the HPNA & Hamilton Park Condominiums on 9th Street was a success. Out of 21 presenters, we collected 15 units of blood.

Because of the extreme weather conditions this winter, many blood drives had been cancelled and there was a critical shortage of supplies to local hospitals.

We thank all those who came out for this event.

HPNA Bylaws - Updated!

As mentioned in this month's newsletter, the HPNA board has been working over the past few months to update our bylaws. Below are the current bylaws and the set of bylaws proposed by the board. The changes are highlighted in red. Please take a chance to review the changes; we plan to discuss these in the December meeting (with follow-ups during the January meeting). If you have revisions you would like the board to consider before the December General Meeting please email using the contact us link on this page.

In February we will vote on both these new bylaws and conduct the elections for the 2010 board.

Speaking of Elections two friendly reminders:

We will be taking officer & trustee nominations in the December General Meeting as well. The nomination period will be open from the December meeting until the opening of the February meeting. Any HPNA member who is eligible to vote may run for a Trustee position. Any person who has served on the HPNA Board for a year or more is eligible to run as an Officer. Since we will be voting in the bylaws FIRST, you should be prepared to uphold both the current and proposed bylaws should you choose to run.
In order to vote on the bylaws & in the elections you will need to be a current member for at least the past 90 days. this means if you haven't done so you must become a 2009 HPNA member no later than the November General Meeting. Also since ALL memberships renew each January you will need to renew your membership in January in order to vote at the February meeting!

Hamilton Park Renovation Update

Last week, members of the HPNA met with the Division of Architecture to review overall progress for the Hamilton Park renovation. Soil contamination notwithstanding, the renovation of the park appears to be going well. A great deal of progress has been made and the renovation is on schedule to complete by late fall (although the schedule may be impacted by the contamination clean-up).

The following tasks have been completed:

Tree removal
Underground flood basins
Curb and Sidewalks on 8th, 9th & West Hamilton
Water & Sewer work on 8th Street
Underground Electrical Work
Drainage & Inlet work
Light pole foundations
Sanitary Sewer lines
Wet taps & Water lines

Which leaves:

Fountain (partially complete)
Spray Park (partially complete)
Light poles (partially complete)
Dog Runs (partially complete)
Basketball & Tennis courts (soil contaminants need to be addressed first)
Playgrounds (soil contaminants need to be addressed first)

During our meeting we were shown the construction samples of the walkways as well as the plans for both the fountain and community billboards which will be at each corner of the park.

Trees:
One item of concern which came out of the meeting involves a few trees which are either diseased, at the end of their natural lives, or severely damaged in the thunderstorms we had a couple of weeks ago. Two of the trees are on the path leading in from the southeast corner of the park (on the right), one is in the large dog run, one is near the gazebo (directly to the west of it), and the remaining two near the center of the park. The City has reiterated their commitment save trees wherever possible and will replace each of the trees which must be removed. A full copy of the Arborist's reports can be found at the bottom of this post.

Soil Contamination:

The other, more pressing, issue is the soil contamination. Results indicate several areas of concern which contain elevated levels of lead, arsenic and hydrocarbons (which are most likely due to the combustion of organic fuels).

There are several options for addressing the contaminants which range from capping to full remediation (removal). Each method has its own cost and impact ranging from $75k for capping to $500 - $750k for full removal. Capping will have with no impact to trees or the park renovation time line, while full remediation will cause the loss of approximately 24 trees, and a delay on the completion of park renovation.

The city has asked for community input regarding the clean-up decision. The Division of Architecture along with Councilman Fulop has arranged for an environmental consultant to be present at September’s HPNA meeting to present the findings and discuss the possible solutions.

Renovation Update: Lead found in Hamilton Park

Hello Everyone,
For those of you who missed yesterday’s HPNA meeting I wanted to bring everyone up-to-date on a development in the Hamilton Park renovation:
In the next day or so Green Construction, the general contractor for the renovation, will erect NJ Department of Environmental Protection mandated environmental testing/cleanup signs around the park. The reason for this is that GC, while testing the soil being removed to accommodate the underground features of the park (water, electrical, etc.), discovered lead contamination in the soil about 20 feet from the gazebo. The Division of Architecture suspects the origin of the lead is either the base material used under concrete in the 1920's (today gravel is used, in the 20's it was cinders left over from steam powered electrical plants) or an old water pipe that ran through the area. Fortunately, the area where the lead was discovered was under the asphalt that surrounded the gazebo so no one was exposed to it.

A preliminary soil report prepared for the Division of Architecture will made available to our group, the Mayor’s office and Councilman Steve Fulop in the next couple of days. Additionally, the Division of Architecture will meet with us next week to go over everything in depth. As mandated by law, the City has notified the NJ DEP and has begun comprehensive testing of the entire park (they are sampling soil in 60+ locations) in order to discover the full extent of contamination within the park. That report should be available in the next 30 days. Soil sampling & testing should not interfere with current construction efforts; however, they will need to remediate whatever contaminants are discovered. The City has proactively committed to cleaning up (rather than capping contamination) as this is a public park. Depending on the full testing results, said cleanup may cause delays or require moving one or more of the retention basins (which could endanger some additional trees in the park). Hopefully this will not be the case.

I’ll update the group as more details emerge. In the meanwhile, I’ve attached the Division of Architecture’s email to the Mayor’s office, Councilman Fulop, and myself. I would like to thank both Glenn Wrigley and Brian Weller in the Division of Architecture. They have done a great job staying contact with us regarding this issue and the park renovation overall.

I want to keep you informed of a situation that has occurred in Hamilton Park late last week. Green CONSTRUCTION, as part of their contractual obligations, did have areas where soil is being excavated tested for contaminants (per NJDEP requirements before soil can be transported off of any site to an accepting landfill). The reason for excavation at all is to install these new underground drainage structures required by the NJMUA. All test results came back with very low or non-existent contamination levels except for one, which is an area about 20 feet West of the gazebo. This one sample came back with a level for lead which is above DEP acceptable residential standards.

We met with the testing company and we are attempting to delineate just how much of an area may be contaminated with this high level of lead. One suspect reason may be the bedding or base material under old concrete walkways, which are described as cinders. It was common back around the turn of the century and up to the 1930's for cinders from power generating plants to be used as a base course for concrete. It is possible that these chips are the source of the lead levels. Much of the old walkways were removed in the 1970's renovation of the park, but some of the chips probably remained in this spot and were covered over with soil. This new renovation proposes to put this old walkway path back, albeit wider (11 to 12 feet) than the old pathways (about 4 feet).

Since tests were performed, and this level has been detected, the NJDEP must be notified. Such notification naturally makes this a public record. In order to assure the public that the extent of this contamination is found and remediated, NJDEP protocol is for additional testing at a rate of 4 samples per acre (or about 24 samples for this 6.0 acre park). These additional tests will take about 2 to 3 weeks to obtain and analyze. Meanwhile, other construction will continue without delay.

Once notification is given to the NJDEP, this project will be assigned a case number. A hotline number to the DEP is also established so that residents have current information on the investigation. There will be some signs posted around the park (A DEP requirement), letting the public know that an investigation is taking place. The hotline number will be clearly listed on these posters. Full transparent disclosure is the objective here. All test results will be sent to the DEP for review, and a Remedial Action Work Plan (RAWP) will be sent to the DEP for their review and approval. Hopefully, this problem will be limited to the one uncovered location.

I will be happy to meet with you, the Mayor's office, Councilman Fulop, and some HPNA representatives if anyone wishes.

The 2009 Hamilton Park Farmer's Market

This years Farmer's Market will be held in the newly finished Pavoina Ave walking space (between McWilliams Place & Erie Street). The space has been kindly lent to us by Exeter proprieties (owners of Hamilton Square). It begins Wednesday June 3rd and will be every Wednesday there after until November 4th (or so depending on weather).

Last year's Farmer's Market was a great success and we look forward to everyone joining us in making this year even better!

Hamilton Park Festival

With the closing of Hamilton Park for renovations the HPNA is sad to announce that the 2009 Hamilton Park Festival (originally scheduled for June 20th) has been postponed until the renovations are complete (Oct/Nov 2009). We know the HPNA's Parkfest has been a tradition for many residents throughout the city however we weren't able to locate a suitable alternative location for this year's event. Rather than our usual Parkfest, the HPNA will have a Parkfest / Hamilton Park renovation celebration when the park reopens this fall.

We hope to see you this fall and hope that you'll still plan to join us for future summer festivals.

The Hamilton Park Farmer's Market will proceed as scheduled. It will be located in the paved walking area on Pavonia Avenue between McWilliams Place & Erie Street (directly across the street from Hamilton Park in front of Hamilton Square).

Hamilton Park Renovation Update

Hi All,
As I mentioned in my note last Wednesday on the HPNA's email list, the HPNA has been working with the city regarding the closing of Hamilton Park and the park renovation in general. This has been a long hard process to get the renovation underway and we're glad to see it finally come to fruition. On Friday, HPNA board members met with the city's Division of Architecture to reaffirm our lines of communication and to address the concerns raised by some of the residents of the area. The meeting went very well and the city has been very responsive to our needs. They also took the time to provide additional details and documentation around the choices made regarding construction. Attached at the bottom of the email is the letter the city is sending to all the area schools, assisted living facilities, and large condo buildings to notify them of the closure.

In addition to the letter I have added following details from our meeting (which should answer most of the questions posed over the past few days).

Notification/Communications:
Glenn Wrigley, the City's Chief Architect, has apologized for the unannounced closure of Hamilton Park and agreed to do the following to insure the public is notified of the closure of the park (which will occur on April 30, 2009).

COMPLETED: The city will send a notification letter to schools, assisted living facilities, large condo buildings, and impacted neighborhood organizations (see attached PDF)
COMPLETED: The city will provide a detailed site plan so everyone can see and understand the changes to the park. You can download this site plan from http://www.hamiltonpark.org/PDFS/Hamilton_Park_Renovation-Site_Plan.pdf. The plans are rather large so this may take some time to download.
PENDING: The city will post signs in and around Hamilton Park notifying the public of the closure.
The Division of Architecture has committed to arranging a meeting between HPNA representatives and the General Contractor, Green Construction, and will ensure that open lines of communications remain open between the community and the construction team.
The Division of Architecture will invite the HPNA to send a representative to the construction progress meetings at least once a quarter (more often if it's warranted/requested). In addition the city will send a copy of the construction meeting minutes to the HPNA after every checkpoint meeting (not just the ones the HPNA attends).
Finally Glenn Wrigley, the Chief Architect, and Brian Weller, the Project Manager for the HP renovation, will attend a HPNA general meeting along with Green Construction to bring everyone up to speed on the project's progress and answer any outstanding questions. This is tentatively scheduled for June (the May HPNA meeting is reserved for the Ward E Candidate debate).

Alternate Park Spaces:
The Hamilton Park neighborhood already has a second park less than three blocks from Hamilton Park called Enos Jones Park (located at Brunswick & Eighth Street). Enos Jones features:

A playground
A Water-spray ground
A baseball field
A passive use grassy back area for walking dogs, etc.

In addition to our already existing alternate park, Paul Silverman of Exeter Property (developers of Hamilton Square) has graciously offered to allow the city to use now the vacant lot between the two buildings on McWilliams Place as an alternate park space. As mentioned in the Chief Architect's letter, the City has accepted his offer and is working closely with both Exeter Property and Goldman Sachs to build a temporary park which will have the following features:

Will be a total of about 14,000 sq. ft directly across from Hamilton Park.
Will be fenced in and feature both passive (grassy) recreational space and a playground.
Will be open from Dawn to Dusk (it will be locked after dark).
Will be dog free.

It should open by May 15, 2009 and will remain open to the public until the renovation is complete.

Trees:
A lot of concern has been raised over the trees marked with X's. The City has assured us that every effort will be made to save every tree possible and that trees are only marked to come down where absolutely necessary. The trees that are marked fall into the following categories:

The tree has to be removed to allow for the installation of rain underground retention basins. These retention basins are essential to prevent the renovated park from overflowing the surrounding sewer systems. Without them homes within a few blocks of the park would flood when it rains
The tree is dead / near death. These trees pose a hazard to the general public. If they are left up to fall on their own, there is a very real chance that some will be hurt or killed.
The tree is surrounded by asphalt. This last category includes the tree closest to the Hamilton Park gazebo. The General Contractor marked it for potential removal because once the asphalt is removed, the roots will be exposed and if they are unable to stabilize the tree quickly it will fall on its own. The City has stated they will make every effort to save it however it only has about a 50/50 chance of being salvaged.
There is one 30" sycamore that was marked a little further North of the gazebo. That is not scheduled for removal. It was marked only because the instructions on the drawings are to remove the cast iron grate around the base of the tree. The tree is being strangled by the grate (which should have been removed years ago). Its marked because removing the grate may damage the tree. Again the City has said they will do what they can to save that tree.
Finally, there is also a 12" cherry tree along the pathway from the Ninth Street entrance to the Gazebo that was scheduled for removal. The contractor will attempt to work around it thereby saving that tree as well.

One final note, while it may not be apparent from the previously posted documents, the city is planting additional trees as well. They have provided the HPNA with the landscaping plan which shows the trees being preserved (they look like a cloud) the new trees being put in (they look like circles) and the retention basins being installed to prevent flooding. The landscaping plans can be downloaded at http://www.hamiltonpark.org/PDFS/Hamilton_Park_Renovation_Landscape_Plan.pdf. Again this PDF file is rather large so it may take some time to download.

Timetable:
Unfortunately not much could be done here. The park renovation would cost considerably more if it were completed in sections and it would take years rather than months. Additionally, the construction would present a constant safety risk to those people using the park while it went on. The bid contract calls for the park to be completed in 1 year or less and the contractor's internal estimates are that it will be completed in six months.

For any remaining pre-construction questions the HPNA has arranged a public meeting at the Hamilton Park Gazebo on 10:00 AM this Saturday April 25th. Councilman Fulop will answer any outstanding questions regarding the renovation.

Mourners yesterday left flowers and candles in front of the Downtown Jersey City store where a well-liked shop owner was gunned down during a robbery Tuesday. A neighborhood group has also organized a vigil in his honor for tomorrow.

A large arrangement of flowers and candles in front of the Coles Street store where Kiritkumar Parikh, 57, of Van Winkle Avenue, was fatally shot was left there by students from McNair Academic High School, which is kitty-corner from the store.

"Thank you for your many years of kind service to our community," a note from the McNair students read. "Although no words can really help ease the loss you bear, just know that you are very close in every thought and prayer."

The Hamilton Park Neighborhood Association has organized a vigil for the slain grocery store owner to be held at the Hamilton Park gazebo at 7 p.m. tomorrow. Jersey City Mayor Jerramiah Healy and Downtown Councilman Steve Fulop have been asked to speak.

Any neighbors or friends who wish to speak can also say a few words, the HPNA said in a press announcement. Fund information for donations to his family will be available at the vigil.

Fulop, council candidate Frank Scalcione, and mayoral candidate Dan Levin all said yesterday the murder is a sign that more cops need to be walking the beat.

Noting he's increased the ranks of police officers since he's taken office, Healy said he is working with Police Chief Tom Comey to put more police on the streets, in cruisers - and on bikes in the near future.

"This is a decent neighborhood, a nice place, and it was totally random," Healy said about Parikh's death. "I don't know how police could have prevented a crazy, vicious person with a handgun from carrying out this deed."

Hamilton Park Renovation Update

First off, my apologies for the lack of updates outside the HPNA meetings. We've been afraid to jinx this by announcing anything since there have (obviously) been a few delays. But things are progressing well now. Thanks to Councilman Fulop, money was approved from City Council a couple of months ago. Tonight at the Planning Board meeting the construction documents/plans were reviewed and unanimously approved.

Timetable looks like the following: Out to bid in May. A few weeks for bids to come back, then some administrative decisions on the City's end. Looks like construction will start this summer - perhaps in June after the HPNA's annual June Park Festival (6/14 - mark your calendars). We'll have a dedicated renovation table at the Park Festival, so come by and check out the plans. Once it's out to bid we can put an electronic copy of the site plan on our website for everyone to review online. But it looks great!

Unfortunately, it looks like most of the park will be closed for at least a little stretch while the infrastructure (drainage, sewers, electrical) is addressed. After that hopefully the construction will be limited to the areas where specific projects are planned. The entire project should be wrapped up this winter (maybe by year-end 08) so next spring we will be in the clear with a new park.

The HPNA will provide construction updates. Check the HPNA blog frequently for news.

Also, representatives from DogJC discussed remedies for the continual and dangerous off leash dog problem we are still experiencing in HP. The group will hold a community meeting on that subject.

Route 139 Rehab Project - Impending Construction Stage Change

Early to mid February 2008 work will begin on Route 139 Eastbound. This work is estimated to be completed in 16 months. The work on the 12th Street Viaduct (Route 139 Eastbound) includes:

Replacement of structural steel beams
Structural repairs and strengthening
Demolition and replacement of concrete deck (riding surface)

New traffic patterns to be implemented during this stage.

Jersey City Tree Planting

The JC Department of Public Works, Division of Parks and Forestry is doing their tree planting program again for this fall. Call them at tel: 201-547-4449 to request an application form -- the deadline is September 28, and plantings will be in October and November.

The city will make the tree pit on the sidewalk in front of your property if there isn't one already, and plant the tree of your choice for a small fee. You may mark your preferred spot on the sidewalk in chalk and they will oblige as long as there are no obstructing water/sewer lines or anything else important.

A neighbor counted over 120 open tree pits from Newark to 10th between Grove and Coles Streets, not including the ones that have been filled in with cement, bricks or asphalt, nor the pits tha t contain dead or dying trees. If you have an empty tree pit in front of your property, please consider filling it with a new tree.

The final vote for the renovation of Hamilton Park was held today during the 22nd Annual June Park Festival - here are the ballot results:

The 2007 Hamilton Park Festival on June 9th was a success! The weather was perfect - not too hot, and no rain. Jersey City residents voted in record numbers for the final Park Renovation Ballot, and a good time was had by all. Please be advised that there is a current rash of car break-ins in the
Hamilton Park area.

According to neighbors, the vandalism has occurred between the hours of 2
a.m. and 5 a.m.

All their cars have had the window smashed, interior rummaged through, and

Why does your basement flood?
The sewer system in the Hamilton Park area is over 100-years old. The sewers throughout downtown Jersey City have been allowed to disintegrate over many years of neglect. In the past Jersey City has only made repairs in response to regulatory directives and to promote development.

Downtown is serviced by a Combined Sewer system, which means that raw sewage and storm water are combined in the same sewer pipe. When it rains the collapsed or broken, undersized pipes backup (surcharge) and a combination of storm water and sewage floods into your basement.

It should be clear that the flooding is NOT due to the following:

Jenny Meyer from the Embankment Preservation Coalition discussed the status of the Embankment project and the new "Make Our Park" sign campaign.

Recent events - particularly the Council majority's refusal to vote 'yes' to allow the city to apply for a $5 million bridge loan (at a low 1% interest rate) from the New Jersey Environmental Infrastructure Trust to help pay for the Embankment - have demonstrated that the majority our elected officials do not think that open space/park issues are a priority or even a compelling issue. It is important that the thousands of citizens who support a wide variety of open space issues city-wide let the Mayor and City Council know that this is a key voter issue that is not going away.

Please note, March 28th we will be closing McWilliams Place from 8th to 9th Street in order to restore the east side of the park. The Park will be extended to its original size, and parking will eventually be made parallel on both sides of McWilliams Place.

This process of the park extension will take approximately 3-4 weeks (pending weather cooperation!). When McWilliams re-opens, it will be one-way only flowing south. This will be a permanent change per site plan approval.

We are truly sorry for the inconvenience. We will try our best to make the process as fast and painless as possible.

Downtown Jersey City activists filled a room at 1 McWilliams Place on Thursday night to evaluate options for Hamilton Park's long-awaited renovation.

The engineering firm Schoor DePalma presented three park designs, relying heavily on community feedback from balloting conducted in 2005 when 1,113 ballots were cast, according to Jen Greely, president of the Hamilton Park Neighborhood Association.

An expanded children's playground, a dog run, benches, picnic tables and a Victorian-era water fountain were included in all three designs.

Tonight at their Caucus meeting, the Jersey City Municipal Council considered a resolution in support of an application for a New Jersey Environmental Infrastructure Trust (NJEIT) loan that would provide funds for the City to acquire the open space portion of the Harsimus Stem Embankment. There were many comments indicating it may not pass at Wednesday's Council meeting, unless there is a public outcry.

The NJEIT loan would provide almost $5 million to the City, 75 percent at NO INTEREST and 25 percent at lowest market-rate interest (about 1 percent), for twenty years. The loan would provide instant money that can be repaid by reimbursable grants already raised ($3.2 million), a pledge ($500K), and additional highly likely grant monies.

What you can do
Please call the following Council people between NOW and Wednesday, March 14, 5 p.m., and ask them to support the loan application. If you are pressed for time, skip Council President Vega and Ward E Councilman Fulop, who are expected to support the application.

Suggested remarks to make to the Council people:

Please support Resolution 10.j. supporting an NJEIT loan application for the Embankment.

The City must be ready to acquire the Embankment when the Surface Transportation Board rules. This loan provides instantly available funds that can be reimbursed by awards and pledges already made and highly probable.

The Council does not have to accept the money. This application keeps options open.

Any increase in the City's debt ceiling is insignificant, considering the short period the City would use the loan before repaying it with grants.

When the STB rules (any day now), the City must act with the money it has (open space), not the money it wants but does not have now and may never have (light rail).

The Council directed the Administration to pursue acquisition. It should support loan and grant applications for acquisition, not weaken the City's ability to acquire the Embankment.

SELHA Introduced in Senate

Below is from Jersey City Police Officer Dina Reilly, as Hamilton Park's homeless population is often brought up in neighborhood meetings.

The Services for Ending Long-Term Homelessness Act (SELHA) was introduced on Feb. 14 by Senators Richard Burr (R-NC) and Jack Reed (D-RI), with original co-sponsors Bill Nelson (D-FL), Mel Martinez (R-FL), Richard Durbin (D-IL), Elizabeth Dole (R-NC), and Susan Collins (R-ME). The bill, S. 593, calls for the establishment of a grant program for services in supportive housing.

"This legislation is critical to ending long-term homelessness in the next decade," said Deborah De Santis, President and CEO of CSH. "If enacted, SELHA would create an efficient mechanism for the federal Department of Health and Human Services to fund services in supportive housing for the long-term homeless, which would in turn leverage other streams of local, state, and federal funding needed to make supportive housing work for this vulnerable population."

We extend our thanks to the volunteers that assisted with the first phase of the archiving effort. Many years of Hamilton Park history were sifted through, and we discovered some interesting artifacts of historical significance.

Come volunteer an hour or two tomorrow (Saturday, 2/10) and help with our HPNA Library Archiving Project!

Location: Pavonia Branch Library (326 8th Street)

This is a fun project sorting and archiving the past 30 years of HPNA newsletters, news clippings, photographs, maps, and development documents. Please come give us a hand, meet your neighbors, and learn about Hamilton Park history. Lunch and refreshments will be served.
